The F-4 fourth preference family-based green card petitions are for a U.S. citizen’s biological siblings, paternal half-siblings (same biological father but different mother), step-siblings, or adopted siblings. The spouse and dependent children (unmarried and under 21 years old) of the U.S. citizens siblings can also qualify for a green card by being listed as a derivative person under the sibling’s F-4 fourth preference family-based green card petition.
The U.S. citizen must be at least 21 years old to sponsor an F-4 fourth preference family-based green card for their foreign sister or brother. If the foreign sibling is related to the U.S. citizen through a step-parent, the marriage of the U.S. citizen’s parents must have happened before the U.S. citizen or the foreign sibling turned 18 years old. If the foreign sibling is related to the U.S. citizen through adoption, the adoption must have happened before the U.S. citizen or the foreign sibling (adopted child) turned 16 years old.
